What kind of shirts to pair with a pencil skirt for work?

Can I wear a button down with a pencil skirt? What kind of top layer would be better -- jacket or cardigan? I usually wear cardi's and slacks, but I want to branch out. What other shirts go well with pencil skirts for work? Professional, yet feminine? I find that skirt suits aren't that cute.
