Can an explosion from a nuclear warhead in the ocean create a tsunami?

During and after the second world war, experiments were done to see if these bombs could create waves big enough to wipe out cities. The answer was a resounding "no" An atomic bomb would create a big hole in the water that wud almost immediately collapse. An earthquake on the other hand creates a huge, permanent shift in the floor of the ocean. All this energy is transferred to wave energy.
