Nuclear ground burst vs air burst?

a ground burst has more of a damage to people and building seeing as its ground level and an air burst has a shock wave (not saying the ground warhead doesn't) potentially breaking windows setting off alarms blowing stuff back several feet ect. optimum hight is somewhere around 30 feet but nothing over 80 pressure is higher in an air-burst and fallout is about equal for both
