Pakistan is rapidly extending it's nuclear Arsenal, Is India allowed to create more Nukes?

India is having the same number of warheads for a long time, But Pakistan is inceasing nukes like mad...Will india increase the number of warhead? Or is there a treaty that opposes such an action by India?
